Background Over the past decade, there has been strong social and political interest in active citizenship and values education across Australia (DEST, 2003a; 2003b; MCEETYA, 2006) and internationally; however, there has been little focus on this in the early years of school. Active citizenship has two main dimensions: experiencing and internalising moral values for human rights and justice, and actively participating as a morally and socially responsible member of a community.
